CLUB REGISTRATION & TRANSFER POLICY 05-10 (Replaces CLUB REGISTRATION & TRANSFER POLICY 04-02)
Registration means a signed and paid application to become a member of the Club.
Transfer means movement between CYSA rostered teams.

Player Registration: In accordance with CYSA Bylaws 3:02:02 as amended February 2, 2003, beginning with seasonal year 2003-4 the Club may register players regardless of residence. The decision whether to accept a player from outside the Club's area (as defined in Article II of the Club's Constitution) remains a matter for the Club to decide. The following shall apply:

Division 1 & 3 teams (D1 Gold, D1 Silver, and D3): Players from outside the Club's area are limited as follows, noting that all outside players will be subject to review of Training Director and Head of House concerned, and should place in top 50% percentile in tryouts:

U9: None on D1 Gold None on D1 Silver None on D3 U10: No more than 1 on D1 Gold None on D1 Silver None on D3 U11: No more than 2 on D1 Gold None on D1 Silver None on D3 U12: No more than 3 on D1 Gold No more than 2 on D1 Boys Silver No more than 1 on D1 Girls Silver No more than 1 on D3 U13: No more than 5 on D1 Gold No more than 3 on D1 Boys Silver No more than 2 on D1 Girls Silver No more than 1 on D3 U14: No restriction on D1 Boys Gold No more than 5 on D1 Girls Gold No more than 5 on D1 Boys Silver No more than 3 on D1 Girls Silver No more than 1 on D3 U15: No restriction on D1 Gold No more than 6 on D1 Silver No more than 6 on D3 U16 and above: No restriction on D1 Gold No more than 8 on D1 Silver No more than 8 on D3   Division 4: No restriction on registration

Player Transfer: Player transfers out of Mustang to other Clubs are permitted in accordance with the CYSA constitution and bylaws. Player transfers in to Mustang from another Club shall be limited as specified under Player Registration above. Player transfers between Mustang teams are not permitted before or during the league playing season.

Definitions:

Registration  means a signed and paid application to become a member of the Club.
Transfer  means movement between CYSA rostered teams.
Players from outside the Club's area are defined as players whose primary residence is not within Mustang's boundaries.  Mustang boundaries as defined in Article II of the Club's Constitution - they  - they include Danville, Alamo, Blackhawk, Diablo and those area of South Walnut Creek and unincorporated Contra Costa which are in the San Ramon Valley Unified School District and not part of the City of San Ramon.
Primary Residence - the residence of the player's custodial parent or guardian.
Division 1 (A Team) - would be a team playing Division 1 and the first team selected in any given age group.
Division 1 (B/C/D Team) - would be teams playing Division 1 and selected after the first team in any given age group.  The Division I Director, in consultation with the Director of Coach and Player Development, may at their discretion designate a second Division I team an (A) team when that team is expected to play in the highest Division of the GSSL and provided there is a third Division 1 team playing in the same age and gender group.
Grandfathering:  Players rostered on a team during the team's previous league playing season who were board approved exceptions to the out-of-area policy shall be automatically approved to continue playing the current season on the same team as the previous year.  All out-of-area players including those who were an exception in a previous year shall count against the team limitations for out-of-area players for Division 1 and Division 3 teams in the current year.
